The General Budget in Iraq and the Sustainable Development Goals: Does Fiscal Policy Drive or Hinder the Path of Development?

It is not merely a financial document that includes estimates of revenues and expenditures; rather, it represents a roadmap that reflects the state’s priorities and future vision. In Iraq, the general budget assumes exceptional importance due to its close linkage with oil revenues, which constitute the primary source of financing government expenditure. Consequently, the achievement of sustainable development depends largely on the efficiency with which financial resources are managed and directed toward productive sectors. The Sustainable Development Goals (SDGs) adopted by the United Nations affirm that genuine development cannot be achieved through economic growth alone. Instead, it requires establishing a balance among economic, social, and environmental dimensions by eradicating poverty, promoting inclusive economic growth, improving the quality of education and healthcare, building strong and effective institutions, and consolidating the principles of governance and transparency. From this perspective, the general budget represents one of the most important instruments through which the Sustainable Development Goals can be translated into implementable programs and projects. The more public expenditure is directed toward investment in infrastructure, education, healthcare, support for the private sector, and economic diversification, the greater the state’s capacity to achieve sustainable development that contributes to improving citizens’ living standards and enhancing economic stability. Despite the substantial financial allocations included in Iraqi budgets, achieving the desired developmental impact continues to face several challenges. Foremost among these are the heavy dependence on oil revenues, the high level of operational expenditures compared with investment expenditures, and the susceptibility of public spending to fluctuations in global oil prices. Furthermore, limited economic diversification weakens the capacity of public finances to respond to economic changes, which in turn affects the sustainability of funding for developmental projects. The success of fiscal policy is not measured solely by the volume of expenditure, but rather by the efficiency with which resources are directed toward achieving tangible developmental outcomes. For this reason, many countries have moved toward adopting program- and performance-based budgeting, which links the level of expenditure to targeted indicators. This approach enhances transparency and accountability and improves the efficiency of public fund utilization, thereby aligning with the requirements of sustainable development. In this context, the development of the general budget in Iraq requires strengthening medium- and long-term financial planning, increasing productive investment expenditure, supporting non-oil sectors, improving the efficiency of public resource management, and expanding the use of digital technologies in the preparation, implementation, and monitoring of the budget. Such measures would ensure the achievement of the highest possible economic and social return from every dinar spent. The general budget is not merely a set of figures listed in financial tables; it is a strategic instrument for shaping the future. The more fiscal policy is aligned with the Sustainable Development Goals, the greater its capacity to achieve comprehensive economic development, reduce poverty and unemployment rates, enhance social justice, and build a more diversified and sustainable economy. Therefore, the future of development in Iraq depends to a large extent on the ability of decision-makers to direct the general budget toward investment in human capital and productive resources, thereby achieving the desired development for current and future generations.
