It serves as a fundamental pillar for achieving economic diversification, reducing excessive dependence on oil resources, and creating sustainable employment opportunities for the local workforce. Amid the current challenges facing the country, Pillar Five (Industry) of the Ministerial Program emerges as an ambitious roadmap for reforming this vital sector and restoring its leading role through practical and well-planned mechanisms. Legislative and Regulatory Reform: The Cornerstone The path toward industrial reform begins with the need to introduce fundamental changes to the legislative and regulatory frameworks that contribute to fostering a favorable business environment and removing obstacles facing local enterprises. Focusing on industrial diversification and providing the necessary infrastructure represents an essential step toward integrating national industry into comprehensive economic growth. Supporting Strategic Industries and Reviving Stalled Factories A genuine industrial renaissance cannot be achieved without addressing essential sectors that directly affect citizens’ lives. Therefore, the program emphasizes supporting vital strategic industries, including: * Food industries: Enhancing food security and reducing dependence on imports. * Pharmaceutical industries: Meeting national healthcare needs and supporting the pharmaceutical sector. * Construction industries: Supporting the construction, reconstruction, and infrastructure sectors. In addition, there is an urgent need to resume the operation of stalled state-owned factories and utilize their available capacities through carefully designed technical and administrative plans. This should be accompanied by streamlining administrative procedures and granting the necessary licenses to facilitate the operation of local industrial projects. Public–Private Partnership (PPP) The modern governmental vision emphasizes that the advancement of the industrial sector cannot be achieved independently of the private sector, which represents a key partner in development. Accordingly, adopting an industrial partnership between public- and private-sector institutions is a strategic and indispensable option, alongside the development of modern industrial cities that provide an integrated environment for investors and industrial enterprises. Toward a Sustainable Industrial Future Activating these strategic directions will not only contribute to enhancing GDP but will also establish a competitive investment environment capable of responding to regional and international economic developments. The concerted efforts of the government, legislative authorities, and the private sector will be essential to transforming these visions into tangible outcomes, strengthening Iraq’s economic position and achieving the desired sustainable development.
