The signing ceremony took place on the sidelines of the Second International Conference on Sustainable Development Techniques. The event witnessed the presence of high-ranking officials, including Prof. Dr. Adnan Al-Jumaili, Administrative Deputy Minister of Higher Education and Scientific Research, Dr. Mayser Al-Abadi, Iraq’s Cultural Attaché in Ankara, and university presidents: Prof. Dr. Hassan Shakir Majdi of Al-Mustaqbal University, the President of Alanya Alaaddin Keykubat University, Prof. Dr. Aliaa Al-Attar of Northern Technical University, and Dr. Bashar Mahmoud Ali, Chairman of Al-Noor University.
